Ensuring Access to Essential Drugs

Premier data provided a strong early indicator of how hospitals were prioritizing drugs in their efforts to treat and mitigate COVID-19. As demand for potential treatments and co-morbid drugs soared, we took action to ensure our members had access to the pharmaceuticals they needed – despite more than 150% surge demand in some cases.

Critical to Premier’s strategy to sustain supply was our generic drug sourcing program, ProvideGx, which incentivizes manufacturers to develop drugs that are at risk of shortage through long-term, committed contracts. While others faced shortages, We've protected more than 330 high-risk products through the ProvideGx and PremierProRx programs – with limited interruptions in supply.

Our pharmacy advocacy efforts achieved enactment of a package of legislative reforms in the CARES Act that we had developed to help eliminate drug shortages. Other advocacy success included:

More flexible U.S. Food and Drug Administration and USP sterile compounding guidance

Increased quote allocations by the Drug Enforcement Administration to provide added flexibility for controlled substances and avoid bottlenecks

Permission for pharmacists to order and perform lab tests granted by the U.S. Department of Health and Human Services

Regulatory reforms around drug compounding and access to private label drugs in 340B
